This anti-choice and anti-birth control governor doesn't want gays to have visitation rights in hospitals (fortunately, this made moot by a recent Obama administration directive that bans this form of discrimination) or be allowed to register as domestic partners or get married. Wisconsin has a history of electing progressive Democratic and Republican governors who are genuinely supportive of the civil rights of all its citizens, including LGBT ones.
